Features
The pre-development period has the following features:
– 6-month contract: The duration of the placement contract for those admitted to the pre-development period is a maximum of 6 months.
– Space limitation: the establishment space in the pre-growth period is a maximum of 25 square meters.
– Executive plan and reporting: units in the development period must prepare a 6-month plan with “monthly goals” and submit to the center and submit their performance report to the center on a monthly basis.
Advertising restrictions: Advertising brochures will not be printed for units that are in the pre-development period.
Promotion to growth stage
Pre-growth units are promoted to the growth period if they provide the desired performance and achieve the goals of their 6-month program. In that case, one-year establishment contracts for such units will be concluded and their advertising restrictions will be removed.

2- Defense of the scientific-technical value of the project including:
• Explanation of the central idea and the final product
• Explaining the technological innovation of the plan
• Feasibility of the project in terms of technical expertise
• Expressing the scientific-technical competence of the group and the steps taken regarding the advancement of the central idea (by providing sufficient documentation).
• Project operational plan
3- Defending the economic value of the project including:
• Expressing the economic information of the project, including: the amount of investment (fixed and variable), the internal rate of return (percentage of interest), the time of investment return, the method of financing the project. . .
• Market studies include: plan customers, market classification, market volume, competitors, similar and alternative products, price comparison, competitive advantage.
• Financial forecasts including: sales forecast, expenses, profit, cash flow
• Risk analysis includes: break-even point, cost increase, sales forecast failure, cost price increase.
4- Defending the capabilities of the executive team in accordance with the requirements of realizing the central idea

Having a business plan for a central idea:
This plan, in addition to describing the dimensions and scientific-technical value of the central idea, justifies the economic nature of investing in it.
Having a working group:
The full-time presence of at least 2 people with a master's degree (with expertise related to the central idea) in the working group is necessary. (Explanation: the working group can be a registered company or the core of a company that will be registered in the near future.)
company Registration date:
Companies that have not been registered for more than 5 years can be established in this center.
residence:
The legal residence of the company and the place of residence of at least 2 of the full-time experts of the working group should be in Ilam province.
Military service:
The issue of military service should not be an obstacle to the business management and activities of the main members of the working group.
Admission priorities:
• Students, graduates and faculty members of Ilam University have priority for admission.
